Added support for Python 3.13. Added 3.13 to our unit test workflow and updated the Pipfile to use 3.13 for our dependencies.
Dropped support for Python 3.9 at the suggestion of @azharichenko in the CSC Discord server. This is because
sphinx, which we're currently using for our documentation, is only available for Python 3.10 and above, and it's simplest to just raise the minimum Python version for now.
