Add Reference Guide for CookiePlone Make Commands (#1758)

This PR adds a Reference Guide for CookiePlone, covering cookieplone make commands.

Changes Introduced:
Created a new Reference Guide section.
Added a structured toctree for better navigation.
Documented commonly used make commands in CookiePlone.

Why This Is Needed:
Resolves issue #1758 by providing a central guide for make commands.
Helps developers quickly understand and utilize CookiePlone's build system.
Testing & Verification:
The documentation build was successful with minor unrelated warnings.
Verified correct formatting and linking structure.

I haven't worked on broken links as this PR only focuses on adding a reference-guide.

Respected @stevepiercy sir, I’d like to clarify that my GitHub username "GOGETASSB" refers to the anime character Gogeta Super Saiyan Blue (SSB). I guess you missed the B at the end . You can verify this by searching Gogeta SSB on google. My profile picture on GitHub also reflects this. Regarding my contributions, I sincerely followed the given feedback —removing unnecessary formatting, emojis, and files as requested. I wasn’t explicitly told to add detailed explanations in previous PRs, but I now understand the expectations better. I apologize if my submission didn’t meet the required standards. I respect your time and the project's guidelines. If my PR still doesn't align with your expectations, I’ll step away from the issue. However, I assure you I am not trolling and am genuinely trying to contribute and learn from this experience. I respect everyone's time here, and also my time as well..
