Thank you for your sample! I was able to successfully pack the solution, but got the warning when I imported it. This warning block to turn on the flow and proceed.

Could you please look at the issue and resolve it? Looking forward for the update!

As we discussed in our conversation - previously mentioned issue is a known issue that occurs in some tenants. I've tested in another tenant and import was successful, as well as flow launch.
