The Access portal may be disabled because it's incomplete. I enabled it for #70 to test* the Background portal, but the access dialog renders incorrectly.
^Access dialog *I may or may not have been stuck for over a week on Background portal because I didn't realize the Access portal was disabled and that xdg-desktop-portal calls it. |

Hm, I think if xdg-desktop-portal-cosmic doesn't provide an access portal, it should just use the xdg-desktop-portal-gtk version... |
