Add vitest workspace configuration

This adds a simple vitest workspace configuration file including all packages with a vitest.config.ts file in their root directory.

Using this workspace file helps with some editors (I'm using the vitest plugin in VS code for example, which requires a configuration file to deal with large workspaces).
