Overview

Currently on Windows the pnpm build:packages command fails with the error:

> [email protected] build:packages C:\Users\steve\Documents\code\powersync-js
> pnpm run --filter './packages/**' -r build

No projects matched the filters in "C:\Users\steve\Documents\code\powersync-js"

This PR updates the PNPM filter syntax which correctly runs the build command on the relevant packages.
