Support variable type BUS_TARGET_VOLTAGE for battery
What is the current behavior?
Exception is thrown
What is the new behavior (if this is a feature change)?
This use case is supported when the extension VoltageRegulation is present
(When the extension is not present, an exception is thrown like before. This use case may be handled in the future after the refactoring of voltage regulation in powsybl-core powsybl/powsybl-core#3618)
