There are cases where we need inject head elements in the start of <head> tag (e.g. <base href="/">)

Solution

Support head.startElements option

I really dislike the API, .startElements is not a balanced way of setting things, but I'm also really struggling to see the utility here.

What resources are you going to discover upon prerendering that you need to inject at the start of the head? CSS, or <base> can be set from a simple Vite plugin instead and would be better places to do this.
