Adding Parentheses on consecutive equality operators

This was a formatting choice that we missed when we added the parentheses for readability.

// Original
a == b == c;
a == b != c;
a != b == c;
a != b != c;

// Formatted
(a == b) == c;
(a == b) != c;
(a != b) == c;
(a != b) != c;

this was part of #1097 that had too many topics at once.
