StarBg 컴포넌트 추가
className으로 높이와 추가 속성을 넣으시면 됩니다.
필요시 children도 받을 수 있게 설정해두었으며
컴포넌트가 생김에 따라 PageHeader.tsx도 컴포넌트를 사용하여
코드를 변경하였습니다
