Updates the base64, pronto-rubocop, rake, rspec-its, and rubocop development dependencies to their latest.
Also ran autocorrect on Rubocop, seems like that hasnt been run in a while.
Also had to fix some Rubocop suggestions manually.
Added Ruby 4.0 to the testing matrix
