Moves secrets management from 1Password/.env to Doppler across CI and packages, with GitHub OIDC auth.

• CI workflows install Doppler, fetch OIDC token, authenticate, and run tests/e2e without 1Password; add required permissions
• Remove op.env and dotenv-based setup files; add doppler.yaml and CONTRIBUTING with Doppler setup instructions
• Update package scripts to run tests via doppler run (multiple packages) and root test to turbo run test; tweak timeouts and minor test config (e.g., zod z.url())
• Adjust Turborepo test task inputs/dependsOn; no caching for test:watch
