Send github.actor as release_author in the repository_dispatch payload so tycho-protocol-sdk can tag the responsible person in Slack. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
semantic-release creates releases as propellerci, so github.actor is the bot, not the person who merged the PR. Now traces from release tag → commit → parent → PR to find the actual merger. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>

The commits/{sha}/pulls endpoint doesn't include merged_by in its
response. Use user.login (the PR author) instead.
