I see you've taken commits from my neutrino branch without asking or mentioning me...

I used these to get libsmb2 compiling succesfully with cmake.
I'm still working on improving things though, so you can consider this WIP commits.

ps2dev/ps2sdk has not reverted the IOP toolchain as I have done for neutrino (second link above). So this PR will not work for ps2dev/ps2sdk.
