Port cw1155 from cw-plus

This is a simple port of cw1155 from cw-plus repo v0.13.4 with:

• Rust 1.65
• cw_serde and QueryResponse
• cargo workspace

If something else is needed, I would be happy to implement.
I'd like to have a base implementation before improving, though.
Maybe let's this sit in a separate branch first?

can you take a look? and apologies for not seeing this PR before, it may have been before the public-awesome takeover of this repo
