Updated Ruby gems necessary for Bolt + Ruby3

Updated gems for upcoming Bolt 4 release

Thanks for doing another update here. Next steps:

1. Clean up commits (remove the merge commit, ensure commits have messages and titles that makes sense etc)
2. Once you have a "finalized" sha with a clean history, build this in to a bolt package (lets say el9)
3. I cant recall if you figured out a way to run the beaker tests against a package in bolt's repo? If so lets do that
4. Distribute the el9 package to other teams to let them run under the new env.
