This PR has a host of changes. See the list below:

  1. Socketio wrapper for flask implemented
  2. Unused (i think) nodes moved to a deprecated folder
  3. Update build/install scripts to install MediaMTX executable
  4. Add a "heartbeat helper" to make it easy to add a heartbeat to a node
  5. Add a heartbeat monitor node (and webpage) to monitor heartbeats from nodes
  6. Update CI scripts to actually check for specific nodes when testing
  7. A few other small adjustments

We can also probably remove signal_handler.py, ssh.py, and streams.py, as they will not be necessary after the switch to the new camera stream pipeline.
