Python 3.12 wheels weren't available for Numba and PySAM when we started testing on 3.12 in #1886. Now they are! This PR adds them to the anaconda environment spec so that the relevant tests will now run in the python 3.12 jobs.

This is simple enough that I feel okay merging this one without review. In it goes!
