This has pip 25.1 but pypa/manylinux#1768 is the last manylinux update, so pip 25.0 is the last manylinux version. Maybe we should wait till manylinux updates to keep pip versions consistent?

No idea what's going on with the failed run. The error says the image can't be found, then downloads it, then says it can't be found again. Is this a Docker bug?

The image pulls fine on my local machine.

pypa/manylinux#1769 has now updated to pip 25.1.1.

25.1 is the first version that supports Android. It's also the first version NOT to support Python 3.8.
