Ensuring compatibility with the new StringDtype given pandas 3.0 has an RC now. This warrants a quick patch release to avoid breakage when pandas 3.0 comes out fully.

I added skips of the tests using EEA large rivers which is not reliably available. I will try to fix that in geodatasets.

I enabled those EEA-based tests again but the new version of geodatasets might need to propagate to the right conda server. Should work soon though.
