Summary
Move ts-node to package catalog and update packages to use it. Also update packages to use the cataloged typescript.
Rationale
It's better to unify versioning of ts-node (and typescript) in our packages because it'll be safer with dependencies and it's easier to manage.
How has this been tested?
I could build everything without any problem.
