fixes #332 - though in hindsight we barely have any version-specific code so this PR mostly just fiddles around with various config stuff
found a couple pragma no-cover/branch that weren't needed, and realized
--per-file-disableadded in #348 never got any tests at all, so will have to do a followup PR on thatbig warning for anybody considering coverage-conditional-plugin: the example in their readme is completely backwards wemake-services/coverage-conditional-plugin#227
