This PR fixes #123983 by using the PyThread_ident_t type in the struct _PyRecursiveMutex and also redefines that type as size_t rather than unsigned long long. See the #123983 for an explanation of why size_t is more robust.

Most changes to Python require a NEWS entry. Add one using the blurb_it web app or the blurb command-line tool.

If this change has little impact on Python users, wait for a maintainer to apply the skip news label instead.

I see from the CI failure on 32 bit windows that there is code in _threading.c which
assumes a 64 bit value for the PyThread_ident_t. I will close this PR and resubmit a new one when I have worked around that.
