Fix some problems with ARM and ARM64 platforms configuration in pcbuild.sln

• Issue: Wrong ARM platform configuration in pcbuild.sln  #127285

1. The file Modules\expat\macconfig.h was removed. (bpo-29591: Upgrade Modules/expat to libexpat 2.2 (bpo-29591: Upgrade Modules/expat to libexpat 2.2 #2164))
2. Add missing file to _testinternalcapi.vcxproj.filters
3. Fix icons search path. (Issue [3.10] bpo-44891: Tests id preserving on * 1 for str and bytes (GH-27745) #27756: Adds new icons for Python files and processes on Windows. Designs by Cherry Wang.)
