The Windows on Arm runners are failing because of https://developercommunity.visualstudio.com/t/ARM64-stack-corruption-in-1443-in-OpenS/10883345 After the upgrade to OpenSSL 3.0.16 (#131839) there is a stack corruption in OpenSSL that makes crash Python on Windows on Arm. |

I had to put some if conditions in different steps because these runners are not generally available hence skipping checks on forks.
