Sometimes available_timezones() was including 'localtime' in its results because it wasn't properly handling symlinks.

This change ensures that symlinks like 'localtime' are excluded from the available timezones list, providing consistent results across different systems.

Added a test case to verify that symlinks are properly excluded.

Most changes to Python require a NEWS entry. Add one using the blurb_it web app or the blurb command-line tool.

If this change has little impact on Python users, wait for a maintainer to apply the skip news label instead.

This would remove many valid timezones, including "GMT" and "UTC".
