Add hugovk to release management

Also remove:

• bsd: I don't know what this is meant to be. We have FreeBSD listed in another table. bsd was empty when this file was moved from the CPython repo to this one (093be68) and also when first added to CPython (python/cpython@b65bd2e / Add Misc/maintainers.rst to 2.x branch cpython#52609).
• py3 transition: it's done

Also fix some capitalisation and sorting.
