Python 3.8 & 3.9 use Sphinx 2.4.4, and Python 3.10 uses Sphinx 3.4.3. These require the
imghdrmodule, which was removed in Python 3.13. The venvs now use Python 3.13, so we need to restore theimghdrmodule for those versions.
