Thanks, this is definitely a good idea to be explicit about exit codes, but let's agree on them first. I added a few observations in #19548, this test is inaccurate as written, and I doubt documenting that would be helpful...

True. I'm Draft-ing this PR until we fix (or otherwise resolve):
- Exit status when config error #15850
- Mypy Does Not Return Non-Zero Exit Code for Invalid mypy.ini Values Followed by Comments, including 'strict' #16764
- Syntax errors in the Python source files give exit code 2 when they should give 1 as exit code #19807
- perhaps when mypy should be re-run after --install-types, the exit code should be 3 #19808
