hgweb is pummeled by scrapers/bots and has just out lived its usefulness.
This serves our hg repos from apache directly as static http. clones still work.
This restores 1 piece of hgweb we need, which is the revision viewer, via a WSGI app that wraps
hg logto provide a way to view a single commit. the current /lookup route relies on this.
