This PR removes the conda build jobs, like what was done in torchvision: pytorch/vision#8890 . There are probably some remaining conda-related packaging scripts that I haven't removed.
This PR also comments-out a bunch of non-critical CI jobs so as to minimize the amount of noise on the CI.
