Switch torch.tan to torch.max in test_multiple_delegates.

cc @freddan80 @per @zingo @oscarandersson8218 @digantdesai

The test module needs to use an op that will not be delegated,
will fail when support for tan is added. Switch to an op that
we know will not be delegated.
