Fix test_mtl_e2e_test_a16w8_two_layers_turing_3_1_1k

Summary: Isolated the problem to the fuse view cascade. Before I was conditionally running it in ReplaceNopTransposeOrPermuteWithViewPass only if the maybe_remove_or_replace made any modifications, but for some reason was getting numerical mismatches. Always running this pass resolves the problem.
