Thanks for the PR @pczarnik .

I am a bit concerned about re-ordering the mirrors, because the source of truth really is the repo from Lecun, and hopefully it will be back live eventually.

I understand it can be frustrating to see all the download error messages on stdout, I have removed those in #8683 which will be available in the next version, so hopefully the experience should be smoother soon.

I understand your point about LeCun's mirror (even though it hasn't been working for almost half a year, if not longer).
I'll go ahead and close this PR.
