It turns out that requiring sudo is useless ~in most cases~ The creation of the chroot is what requires root, not the rest Avoiding using root is a clear advantage when time comes to use this suite in github actions runners Signed-off-by: Simon Beaudoin <[email protected]>

In this PR, the folder ubuntu is brought up to the tip of the internal version of build-utils.
Some improvements to the abi checker are also included to support the effort of using it in github actions
