Shankar Easwaran (@quic-seaswara), shoudn't this change be cherry picked to 23.x as well so they are in sync, I would think so.

Yeah makes sense. #1778 is the patch that reverts it on 23.x. I will close this PR once we merge the one on the 23.x branch. |

This reverts commit 699aec4 as it was causing code size regressions.
