Use quarkus-test-keycloak-server in test scope

CI runs https://github.com/quarkus-qe/beefy-scenarios/actions/workflows/daily.yaml are failing with quay.io/quarkus/ubi-quarkus-graalvmce-builder-image:jdk-21 last 2 days Tests are working fine with mandrel image.

quarkus-test-keycloak-server is testing dependency and there are no guarantees that it works fine in native app.
