Code annotation support was not correctly detecting annotations when non-R code blocks were present.

Reformat via Air. (format on save in the repository)

Fixes #13216.

  • add test
  • add changelog entry

I don't understand why docs/smoke-all/2025/05/19/issue-12775.qmd is failing as it's completely unrelated to the changes made here.
