This branch tracks a fine-grained luacov report I've been working on. Specifically, it lets us ask which test cases cover a particular Lua line.

This is an attempt to improve our understanding of our coverage. Instead of a single number, we can now get a report for which test cases are relevant for a particular file. The hope is to use this to get a better idea of the quality of the coverage on different parts of our Lua codebase.
