Introduce configurable emoji prefixes in commit messages via CLI flags and config settings. Add --use-emojis/--no-use-emojis options, use_emojis config parameter, and template modifications to support conditional emoji usage.

Adding support for UTF-8 to avoid errors like 'Unexpected error: 'utf-8' codec can't decode byte 0x80 in position: invalid start byte' and more errors about the encoding.
