Just in order to record somewhere what we just discussed: it would be desirable to move all configuration from setup.cfg to pyproject.toml in the future. However, we added this to the setup.cfg here to have a quick fix before the 0.1.2 release.

Currently, qutip-qoc will not be displayed as a family package when
qutip.aboutfunction is called.This PR fixes this by adding
family.pyused for displaying the version of the package and an entry point for it insetup.cfg
