This restores some code from #11879 (
retry_limit/0) that waits duringrabbit_khepri:init/1for an extended period. With the changes in #11879 we now await the local member to caught up so that it is fairly close to the leader in replication. This change increases the amount of time a node can wait for replication on boot. Previously we timed out after 30s.This is an automatic backport of pull request #12280 done by Mergify.
