ResetState function allows to reset the state of instance to either "error" (default value) "active".

I'd like to add a
ResetStatemethod which allows resetting instance's state to either 'active' or 'error'. Python nova client exposes this feature via nova reset-state [--active].It's often used to reset the state of instance which is in unknown state, or is stuck in certain state which for example does not allow to delete the instance.
