Method tags (WIP)

This is a first attempt at providing a tags annotation similar to the OAS 3.0 tagging feature.

It's good.
I would update the description of the annotation to amplify why we would use it. This enables the API design team to create an altered structure of the API document (as a documentation). This would influence how documentation tools could render information architecture of the documentation.

Otherwise it's simple and should be easy to implement in the console.
Do we also have plans for other tools? I am thinking about API workbench.
