Contributes to rapidsai/build-planning#236

Tests that CI here will work with the changes from rapidsai/shared-workflows#483,
switches CUDA 13 builds to CUDA 13.1.0 and adds some CUDA 13.1.0 test jobs.

Label checker was stuck with an error. So removed and readded a label to rerun it

Thanks for starting CI on a couple of these @jakirkham , but anything requiring NCCL (like RAFT, cuML, and cuGraph) is going to be stuck until we resolve this:

There was just on conda-python-tests failure, on a CUDA 12.2.2 job. Looks like something temporary with dataset downloading.

tar: hibench/1/Input-large: Cannot mkdir: No such file or directory

I've manually re-triggered that job. Opening this up for review.
