Proposes removing cugraph-ops from release schedules for 25.02 onwards. RAPIDS is dropping cugraph-ops in its 25.02 release (ref: rapidsai/docs#566)

Notes for Reviewers

This should not be merged until the following are complete:

• remove dependency on cugraph-ops cugraph-gnn#99

I'm not really sure, just found this from search and it looked from https://github.com/rapidsai/rapids.ai/commits/main/ like it was still occasionally getting updates. Maybe some of this release-schedule stuff is left behind from a migration?

I did notice, as another example, that there's a directory full of RSNS that hasn't been updated in 2 years: https://github.com/rapidsai/rapids.ai/tree/f8a962b0f957c7a39039c11e72de9cbf5ff7dedc/content/news/notices
