The build failure appears to be the same as raspberrypi/pico-sdk#2391. |

Yeah, the quick fix would be to comment out the picotool build for now - also looks like the MacOS failure is |

This PR adds build scripts for Device Tree Compiler. I was not able to test it yet on GitHub runners because the Linux and Windows workflows fail before it is run.
