It's the Findpicotool.cmake change - you can't build 2.1.1 picotool using develop SDK. Fix is to revert that picotool change, I'm guessing it was accidentally picked up from master

Can we go with "adjust" or "refine" here please - we care a great deal about things being both readily understood by speakers of English as an additional language and accessible to machine translation. I understand the point about "fine-tune" being excellent idiomatic English and have taken that into account.
