[RAPPS-DB] Add WinDBG 6.12 to the rapps-db. Let's debug!

Add WinDBG (6.12.0002.633) to the Rapps Database.

We must take in account that this version is fairly stable under Windows XP 32 bits and 64 bits (windows 2003 sp2).

Also compatible with ReactOS, however, TAKE IN ACCOUNT CORE-18974

I am not in favor of adding something that we know has a lot of issues.

Don't worry, we will solve our bugs if we talk about that. ;)
If we are talking about the legal issues... The repo is official from MS.
And if it's a kind of a joke, sorry, I am so bad catching the jokes.

I will handle the situation, to be focused on the bugs we have, at least, the asserts in Riched20 that crashes the usual common experience. Later on I will focus on local kernel self debugging bug that must be more complex.
