AstroidManager now needs to be directly imported in version 4.0.0 Unsure if there are any other breaking changes in 4.0.0
Make sure we can't grab incompatible versions of astroid

Update the versions in the requirements
3.x for pre python 3.12 (4.0.0 drops support for python 3.9)
4.x for after python 3.12
Fixed the breaking change in 4.0.0 that requires AstroidManager to be imported and created manually
